The Texas Rangers have promoted their 2007 1st Supplemental Round Draft Pick, Julio Borbon, reports Anthony Andro of the Fort Worth Star-Telegram. Fellow Star-Telegram writer Jim Reeves, however, doesn't like how Borbon is being handled by Rangers' manager Ron Washington
